MATSUDA Yasuhiro, Professeur invité à l’EHESS
Yasuhiro MATSUDA is Professor of international politics at Institute for Advanced Studies on Asia, the University of Tokyo. He received his Ph.D. in law from Graduate School of Law at Keio University in Tokyo. He spent sixteen years in the National Institute for Defense Studies (NIDS), Japan Defense Agency (later, Ministry of Defense), as an assistant and a senior research fellow. He moved to the Institute of Oriental Culture (later, Institute for Advanced Studies on Asia) of the University of Tokyo in 2008. He is specializing in political and diplomatic history of Asia, politics and foreign relations in the PRC and Taiwan, the Cross-Strait Relations, and Japan’s foreign and security policies. He was a member of the Council on Security and Defense Capability in the New Era, the advisory group of the Prime Minister in 2010. He has published numerous books and articles in Japanese, English and Chinese.
Yasuhiro MATSUDA est professeur de politique internationale à l’Institut d’études avancées sur l’Asie de l’Université de Tokyo. Il a obtenu son doctorat en droit à la Graduate School of Law de l’université Keio à Tokyo. Il a passé seize ans à l’Institut national d’études de défense (NIDS) de l’Agence japonaise de défense (devenue plus tard le ministère de la défense), en tant qu’assistant et chargé de recherche principal. En 2008, il a rejoint l’Institut de la culture orientale (plus tard, l’Institut des études avancées sur l’Asie) de l’Université de Tokyo. Il est spécialisé dans l’histoire politique et diplomatique de l’Asie, la politique et les relations extérieures de la RPC et de Taïwan, les relations entre les deux rives du détroit et les politiques étrangères et de sécurité du Japon. Il a été membre du Conseil sur la sécurité et la capacité de défense dans la nouvelle ère, le groupe consultatif du Premier ministre en 2010. Il a publié de nombreux ouvrages et articles en japonais, en anglais et en chinois.

By what means does Japan intend to respond to them? How will Japan’s decisions change the security environment in the Indo-Pacific region? The three strategic documents will be used to decipher Japan’s new security strategy.

Sino-European Relations in the 21st century: A Strategic Partner or a Systemic Rival?

In the 2003, China and the EU agreed to define the China-EU relationship as a comprehensive strategic partnership. However, in 2019, the EU defined China as a “negotiating partner,” an “economic competitor,” and a “systemic rival,” to which China increasingly objected. Compared to the increasingly confrontational U.S.-China relationship and China’s relations with neighboring countries, Europe is in a relatively less threatening position because of the distance from China. Nevertheless, China and the EU have objectively turned to cooperation on climate change issues, competition in advanced industries such as EVs and AI, and rivalry on issues related to human rights and international order. This lecture looks at the characteristics of the newly forming relationship between China and Europe and the direction in which it is moving.

China’s Taiwan Policy in the 21st Century: What is “Peaceful Unification” Policy?

We often hear the question, “Will China invade Taiwan?” China is still pursuing its “peaceful unification” policy, but at the same time it is building up its nuclear capability to deter the U.S. intervention and its conventional forces to occupy Taiwan. Moreover, China’s “peaceful unification” policy has always included the use of force. What is the structure of China’s policy toward Taiwan? By comprehensively understanding China’s policy toward Taiwan, we will look into the future of relations between mainland China and Taiwan.

U.S.-Taiwan Relations in Transition: Trajectory of the Security Partnership

Military pressure on Taiwan by the Xi Jinping administration of China is increasing by the day. China has been expanding its military and has often referred to the use of force against Taiwan. The U.S. is stepping up its military support for Taiwan in order to maintain the military balance between China and Taiwan. On the other hand, Taiwan has become increasingly suspicious of the U.S. commitment since the Russo-Ukrainian war. The U.S. has launched a series of stronger support policies for Taiwan in order to overcome doubts in Taiwan and to strengthen its deterrence posture toward China. The U.S. maintains a “strategic ambiguity” regarding the Taiwan Strait War, but could this change? Through an understanding of the debate between the U.S. and Taiwan, this paper looks at the future of the U.S.-Taiwan relationship.
